FileDir2Prompt bug free (hopefully)

Changes from 1.2 to 1.3:

• Fixed relative path . to open with the correct directory when elevated (under certain circumstances the system32 directory was used instead). So now as illustrated in the relative paths tutorial on FielDir2Prompt "filedir2prompt . /adminapp" should work correctly.
• GUI now correctly handles elevation of root directories.
• Added "/dir" command line switch - opens a new explorer window when you want to browse the current directory using Windows explorer.

If you have 1.1 or 1.0 still you well definetely want to upgrade.
